Some Things are Just a Bit Difficult to Understand

Take the title of this AllAfrica article "Togo Opposition Leaders Jailed as President Opens Dialogue". Maybe it's just me, but I find it strange to talk of opening "dialogue" with others while jailing your opponents. Who exactly is this "dialogue" supposed to be with, exactly?

Nine Togolese opposition leaders were arrested as Togolese President Eyadema Gnassingbé, Africa's longest serving head of state, opened talks with opponents despite the absence of main opposition parties.
Togo's a sterling example of the efficacy of EU talk that isn't backed by nasty "unilateralist" sabre-rattling; look what great strides are being made by liberty amongst the Togolese!
